Dispute Resolution Experience
Francis Conrad served as a bankruptcy judge for close to fifteen years and he has taught bankruptcy for twenty-five years. Over the past ten years, Frank has provided bankruptcy consulting services and he has served as a mediator and arbitrator for over five years. Frank assisted in the formation of the ADR program for the SDNY and is a member of its panel. While he was a judge, he planned, ordered and implemented ADR and claims procedures to resolve hundreds of thousands of asbestos claims and personal injury claims in bankruptcy. He has assisted the judges in EDNY in the implementation of ADR and he has served as a panel member for the ICC International Court of Arbitration. Frank has also been successful in negotiating several collective bargaining agreements. He wrote “Bankruptcy Litigation,” a chapter in a book published in the Fall of 2001, “Bankruptcy Tax Issues Under the Code Changes” in 2005, he co-authored “Cross Border Bankruptcy Update: Do United States Bankruptcy Courts Have the Final Say” in 2008, and he was a contributing editor for a bankruptcy treatise from 1994 until 2004. Frank has been a fire fighter, emergency medical technician, and fire and EMT instructor since 1972; he is also a published poet.
